Pick A4 when you do not control the printer
A certificate is frequently issued as a PDF and printed by the recipient on whatever paper their office holds. Outside North America that paper is A4, and a Letter-sized design printed on it arrives scaled down with a white border.
The same is true of frames. A4 frames are stocked in ordinary shops across Europe, Asia, Africa, Australia and South America; Letter frames largely are not. If the certificate is meant to end up on a wall, the size that matches an off-the-shelf frame is the one that gets framed.
A4 is 6 mm narrower and 17 mm taller than Letter
In landscape that inverts: A4 is 17 mm wider and 6 mm shorter than Letter landscape. It sounds trivial and it is not, because certificate borders sit close to the edge and a decorative frame designed for one size is visibly off-centre on the other.
Producing both is straightforward from a single design provided the content lives inside the common area — but it has to be planned, not discovered when someone prints it.
Layout in a landscape A4 frame
The √2 proportion makes A4 landscape a little wider relative to its height than Letter landscape, which gives the name line more horizontal room. Use it: a longer single line is better than a name that wraps.
Keep the vertical rhythm generous. A landscape certificate has limited height, and the temptation is to fill it with a body paragraph. Two short lines above the name and one below is usually the most that reads as an award rather than a letter.
Issuing and signing
For anything issued at volume, export the artwork once and assemble the certificates as PDFs. A PDF prints at a predictable physical size in a way a PNG does not, and it survives being emailed and re-printed without resampling.
Sign the PDF rather than baking a signature image into the artwork. It keeps one signature object on one document, and it means a corrected certificate does not need the signature re-flattened.
